Anyone has a solution. When I try to access a folder locally on a 2016 box (D:SharePublic) logged in as a domain admin I get 'You Dont Currently Have Permission to Access This Folder' but if I click continue, my admin account is added to the NTFS perms tab and I am able to get in. You should check the File permission of your web root directory which contained the index.html or index.php files. If you set SELinux in permissive mode (command setenforce 0) and it works (worked for me) then you can run restorecon (sudo restorecon -Rv /var/www/html/) which set the correct context to the files in Apache directory permanently because setenforce is temporal.
